Air box cover loose...Missing grommet?

Just bought a 2006 VRSCR. Removed air box cover to take a look around and now when I replace the cover the cam screw does not lock in place. Should there be a rubber grommet where the cam screw is? I double checked that the front of the cover is properly inserted in to the grommets. Pics attached.

Yes- rubber washer part # 11523

Do you happen to know the part number for the two grommets at the front end where the air box cover attaches? Local Harley dealer took my cover off and it came back with only one grommet.
